tank cleaning

I have a tank that used to house a turtle. what is the best way to clean it to get it ready for saltwater?

Vinegar and water, wash and rinse rinse rinse!!!

When I cleaned mine I would add a capful of bleach to warm water and thoroghly clean and then rinse very good and let dry. When you fill the tank up add some dechlorinator to be safe.
