to much flow?????

hi all i have a 35g tank and i have 2 3500lph power heads for water curculation.. is this to much for a tank this size. also how should i place them in the tank..
i think it may be a little much as when i turn them of my cleaner shrimp comes out and he normaly stays hidden
 
my cleaner is always under a rock, he comes out often though and goes crazy trying to swim around during feeding time.

you do have quite a bit of flow in a 35g but some corals require 50times the tank volume in flow so if you want you can keep one going or sell them and get maybe two at half the power
 
one on each side of the tank, and try to aim them to the surface to get more agiutation for better gas exchange and a steadier PH

this may also help with the shrimp staying hidden
