12gal tank stocking ideas

I have had a 4gal tank (15l) but everyone told me I should upgrade to get more fish, so I am going to build a 2ft long 12gal tank, but before I do, I need to know if that's big enough for lots of fish or if i should make a slightly bigger 60l / 15 gal tank??

Always better for more fish.

I have Boraras Brigittae and dwarf Cories in a nearly 12G with Tangerine Tiger shrimp.

Also have some young Microdevario Kubotai in a 12G with some WCMM, but I feel like both of those would enjoy swimming in a larger area, so pretty soon will move them over to the 72G (they don't need that big but that is what I have running).
