Bubble wand / Air Pump

Hey I have a small tank it's only 30 litres which is about 7-8 gallons would my tank benefit from one of these or would it be a waste of time?

If not which one would you guys recommend for me.

Just the standard filter that came with the tank and nothing as of yet just about finished the fish less cycle.

I'm looking at neons and a betta though.

Ok so got my air pump today got the air stone going do I leave the pump on 24/7 while cycling or turn off during the night?
