Cleaning a used tank

Purchased a used 90g tank. It is "filmy" and needs to be cleaned. How can I clean it safely?
 
Do I have to rinse it outside? Or can I just wipe it down real good. It is really heavy and a pain to move.

I always did mine outside but then again when I picked up a tank it went straight from the explorer to the yard for a water test and cleaning. I assume that it won't hurt to clean it inside, rinsing might be a little difficult
