Introducing New Fish (Tetras)

When introducing new fish to a cycled tank is it better to start
with passive fish first, then add the semi-aggressive fish later?

Ultimatley I'd like to end up with 5-7 black skirts, 7-9 serpaes, and 10-12
neons. I currently have 6 zebra danios and 4 peppered corys. The tank is 55
gallons with 2 Aquaclear 70's. I wanted to know what order to introduce the
tetras. I won't be adding any additional fish until I've been fully cycled for at
least a few months.

I agree. You should let the passive fish enter the tank first, that way the more aggressive ones will not attack all the new ones. :)
