Under Gravel Filter

I got an Under Gravel Filter for a new 10 gallon that I'm going to put my two male bettas in, divided of course. I have never used an under gravel filter and mine has been creating a foam on the surface of the water when I use the air stone that came with it. Is this normal? Knowing that betta fish come to the surface to breathe air i assume that this would prevent my betta from breathing. Is there any way to fix this other than not using an under gravel filter?
 
can you get the pic of the foam? really hard to tell with out being able to see it.
 
It's possible that your water conditioner is causing the foam. I've been using Tetra AquaSafe and it will foam if I add too much.
 
I think its just the airbubbles from the airstone building up on top because they are to fine. I took the airstone off and the water doesnt foam.
