Bacteria? or Parasite?

I have a spotted sweetlips whose fins appear to be fraying. Its eyes are also starting to look swollen and cloudy.

It also appears that a couple of my other fish are brushing themselves up against live rock at times.

The sweetlips is relatively new in the tank.

Anyone have suggestions?
 
Was this fish quatantined? This fish sounds like it has a bacterial infection, possibly secondary to an external parasite like ick. I recommed moving all your fish to a quarantine tank and treating with hyposalinity for the parasite and possibly melafix for the bacterial infection. Your display tank must remain fallow for 4 weeks to interupt the life cycle of the parasite and make the tank safe for your fish. It is also recommended that you quarantine new fish prior to addition to the display tank.
