Green Bubble Tip Anemone might have injured foot

Hi everyone....I am a newbie to salwater aquariums...I have a green bubble tip anenome...I have had him for over a month....he looks great...but...he hasn't attached to a rock yet....I am wondering if he might have a injured foot? He does stay in one place.....but I can not turn on my second power head or he will get blown all over the tank......

he stock lights with ZET LED nano.....

Phosphates - 0
Ammonia - 0
Nitrites - 0
Nitrates - 10ppm

Sorry just noticed you've mentioned the lights. What are they exactly and are they rated for marine use?

Maybe someone with experience with this system can jump in here.
