My fishes are not eating?

My 25 Gallon tank is finished cycling with 25lbs of live rock. I have added a few damsels in but they are not eating flakes or the brine shrimp im giving them? They seem to swim fine and peacefully in the tank but they dont eat at all. BTW whats the max of fish i can add in a 25 gallon thank and i will add a clean up crew later on.
 
How long have you had them? It is very unusual for Damsels to turn down any kind of food. I'm assuming all of your water parameters are acceptable? Did you acclimate them properly? Damsels are very hardy as long as you got them from a reliable source.
 
I would get a test kit and test for Ammonia and Nitrite. Chances are if everything else is good, then the cycle may be in the middle of a spike. It is unusual for Damsels to refuse food.
