Black Moore and miranda not doing well

I have a black moore and Miranda goldfish. Both appear to have swim bladder but the black moor has something else wrong. He has what looks like mucus or tissue surrounding a lot of his body and his eyes are cloudy. I started treating him for fungal infection yesterday after testing water and ruling out ick. I am also feeding some cooked and peeled peas but there is no improvement. He is sitting at the bottom of the tank and breathing but not moving. Any advice as to what is wrong with him and what I can do to help?
