It looks like he may have lymphocystis. Its a common viral disease. There is no treatment but keeping water quality prisitine and feeding a highly nutritous diet will help to keep his immune system strong to fight it. If it impairs his quality of life (ie, affects ability to swim or eat), an aquatic vet can remove the growths. Heres some more info: Lymphocystis Disease of Fishes, by Dr. Adrian Lawler
