Is this dwarf gourami disease?

He was doing great until a few days ago he was just hanging out at the surface. Check out the images...is this dwarf gourami disease? He also has some sort of swelling going on on one side of his face.

I am not familiar with this condition but it seems like the pics.

What are the water parameters and how long has the tank been set up?

Also how long have you had this fish?

The tank has been setup for a month BUT i transferred used gravel, ornaments & decorations from a previous tank plus my eheim 2213 was cycled from the previous tank hence it was cycled in 24 hours and maintained stability.

Water parameters:
ammonia: 0
nitrite: 0
nitrate: 3
pH: 7.4

According to another forum, it turned out to be Dwarf Gourami Iridovirus.
He was not eating and was fading fast.
He was euthanized this morning.

Probably a good choice but hard. I did see that disease mentioned. You will need to clean everything and I would use bleach at a sanitizing strength. Then rinse, rinse, rinse, and also if you have Prime water conditioner I would use a 7x dose and leave it in the tank a day to help with detoxifying.

Then I would leave it to dry in the sun a couple days and rinse again.
