What is fin rot?

I have an angel and several neon tetras that have issues with the tail find. The angel has pieces "missing" from the tail fin, like little bites maybe.

About half the neon tetras have the lower half of the tail fin missing.

I'm not sure of the cause of these issues. I thought someone was nipping the angel until I saw the tetras. Since I have seen so many posts about fin rot lately, I thought I'd better find out what it is.

Thanks Logan. I found that site over the weekend when I was doing some research on rot. Happen to have a link that shows fins being nipped? I'd like to see comparisons. I really don't think the neons have fin rot since all the damage to the neons are on the bottom of the tail fin. I'd think damage would affect the top of the tail on at least a couple. Feels more like something coming up from underneath the neon and nipping.
