What's wrong with my friend's German Blue Ram?

He told me the ram has been like this for the past few days. I told him to start doing daily water changes as it may be fin rot, but I'm unsure as he said he notices it not as active as it used to be. I know it's hard to tell but all I can get.
 
20g tall, 1 3 spot gourami, 4 cory cats, 1 pleco, 5 black skirts. He doesn't have a test kit. Said he hasn't seen it eat yet.
 
I believe that is just the reflection of a screen. I'm trying to get him to get a better picture so you all can see to help better. The tail for sure is in pretty bad shape, and he's said it stopped eating ever since his tail got like that.
 
Yeah, unfortunately we really can not help without more info. In truth rams or any other fish for that matter shouldn't be kept without having basic tools like a testing kit.

The best advise I can give would be to up the water changes.

It's not much but maybe it will help.
 
Poor little guy! Let us know if he perks up with more water changes.
