Is this hair algae

I've been dealing with this algae situation for quite a while now and it's actually on the decline. I was just wondering if this was hair algae of some sort. The owner of my local fish store said that what it looks like and I have two lettuce sea slugs that appear to be eating it. I may need a better picture

That is what it looks like to me. Algae is a long and frustrating battle. There are two links in my signature that discuss battling nuisance algae that can help you out. Basically, feed minimally, do water changes and top offs with ro/di water, and possibly use media like GFO to assist.
