When adding seachem comp should I turn off filters?

No, you want the product to get distributed throughout the tank. The filter will help do this.

If you are spot treating algae with Excel or hydrogen peroxide, then you would want to shutoff any filters, pumps, etc for while doing so and for several minutes afterwards to allow the substances to do their thing.

Leave the filters on so that it circulates well.
