Is bamboo safe for fish and wat are the pros and cons if any?

Bamboo is safe for fish, but its not a totally aquatic plant. The leaves at the top need to be sticking out of the water or else it will eventually die. It would likely last a few months totally underwater, but it will eventually die.

If it isn't given a place to come out of the surface since it isn't truly aquatic, it will eventually rot away and foul your water.

It sticks out of the top about a foot or so its a pretty large plant

It should be fine. Just watch the stock too. In some cases, it can rot out too (I would venture to say very rare cases). But, most people have no issue with the stock being submerged.
