Bamboo is safe for fish, but its not a totally aquatic plant. The leaves at the top need to be sticking out of the water or else it will eventually die. It would likely last a few months totally underwater, but it will eventually die.
It should be fine. Just watch the stock too. In some cases, it can rot out too (I would venture to say very rare cases). But, most people have no issue with the stock being submerged.
