Co2 levels suffocating fish?

My discus and one of my german blues were hovering at the surface of the tank gasping for air.... is this a sign of my Co2 being too high? This only happens when I turn off my power head because it blows my frogbit around. Any Ideas on what I should set my bubbles per second at?

Also does anyone know a way I can keep my frogbit from getting thrown about?
an anchor of sort?
 
Whats your tank size, bps, diffusion method, etc?

Also, you should really have a drop checker for this exact reason.
 
A drop checker is a glass bell-shaped device that gives you a measure of co2 levels based on the color of the liquid it contains. You can pick it up for super cheap online.

What was your bps?

How long do you inject CO2 to the tank (time)?

Nevertheless, That is too many bubbles per second. You should be aiming for 2 to 3, that should be enough.
