How long does it take to cycle a tank using api quick start for it to be safe to add fish?

Generally cycling products (except for a select few) don't do much to speed up the cycling process. If you want to speed up the cycle your best bet is adding some seeded media from a cycled healthy tank. You also need an ammonia source either from bottled ammonia or fish.
Every tank is different so cycling time varies. The average is 4-8 weeks (if cycling from scratch).
