Frogbit not doing well

Hello All,

I am setting up a new tank (shrimp only) and it is going through cycling (1 fish). Added some moss and frogbit in the tank. But my forgbit is not doing well. Yellowing leaves, black spots etc. They are growing roots like crazy. It's almost touching the substrate, but no new leaves. It's been 1+ week. Can someone suggest what am I doing wrong?

Tank - 10 g
Sand substrate
Sachem Flourish - 1 ml twice a week
No water movement (no filtration tank)
Water changes - 20% in twice a week
no CO2

If its only been a week or so then I would just wait. The frogbit may not have had enough time to settle in.
