Nano tank question

I am wanting to start a new Nano tank in a somewhat tall glass vase. Planted. So my question is do I need a small filer on it? I could do an air/sponge filter on it. What I would like to do is get some shrimp and possibly a beta. Not sure on the Beta yet.

Go with shrimp and just use a small sponge filter.
