Planted Tank Water Change amount

I just started a 29 gallon planted tank. It has four 24 inch 24 watt HO T5's suspended 12 inches above the open tank. I read in an article that 50% water changes are important in fighting off algae and the overall health of my tank. I was wondering if this was true. I also run DIY Co2 into an Eheim 2213 canister filter. I dose the recommended Mac and micro nutrients from flourish weekly and have a 2 hour break in the lighting period to help with the algae. This tank is pretty new (filled April 14th, plants added April 22nd). Any help would be greatly appreciated!
 
Just a couple pics. Everything seems healthy but I did just have an unpleasant outbreak of hair algae.

Personally I prefer 50% WC's weekly to ensure excellent water quality and keep dissolved organic low. In tanks with tons of plants, very few fish, and very light feeding you can get by with 25% WC's weekly IMO. Regardless I do 50% WC on all my tanks as I know both my plants and fish seem to look and do much better.
