Roseafolia question?

Hi there....we have 3 bunches of Roseafolia in our 10 gal. The whole bottom half of all 3 plants has lost its leaves. We are running about 4watts a gal and fertilizing with Flourish, Flourish iron and Flourish excel. We are just wondering if there is anything we can do to pormote leaf growth on the bottom half of the plant?
 
is it possible that the upper leaves of the roseafolia or other plants are blocking light to the lower half? it's not uncommon for this to happen on light critical plants and aquascapers will put shorter plants in front to cover the bare stems.
 
That's what I was starting to think of doing. Can I use top clippings from the roseafolia and place in front. will they start a new root system?
 
yes, it will start a new root system if you replant the tops. this is how many stem plants propagate.
