Thin brown film and green hair algae?

My glass on my 10 gal has a thin brown film on it and bright green hair algae. How do I go about getting rid of it?
My params are-

I kind of want the algae so I can have an oto but the film is annoying- unless Otos eat it too!
I have low light.

0 nitrates is a bad thing in planted tanks.

Incandescent bulbs
No ferts or CO2 as previously stated
 
My foxtail is growing over the moon with my lights
But not so much the stem plants
 
I think it's biofilm,cladphora, green spot, and green dust as well as brown hair algae on my filter media
