Thin brown film and green hair algae?

My glass on my 10 gal has a thin brown film on it and bright green hair algae. How do I go about getting rid of it?
My params are-

I kind of want the algae so I can have an oto but the film is annoying- unless Otos eat it too!
I have low light.

Incandescent bulbs
No ferts or CO2 as previously stated

Incandescent bulbs are really not good for growing plants. If you plan on growing plants, I would look into CFL bulbs.

My foxtail is growing over the moon with my lights
But not so much the stem plants

I think it's biofilm,cladphora, green spot, and green dust as well as brown hair algae on my filter media
