What is the main point if water exchange?

I think its a refugium. I've never set one up, so I'm no expert, but I think works like additional filtration in a sump setup. Extra plants that eat up excess nutrients so that algae is less likely to grow inside the display tank. Some people will also use it for a fry tank.

I don't know anything about your set up and what you're trying to do, but I would guess that no, you don't need one.
