Black Moor

Hi I'm new to this site. I'm worried about my black Moor fish I have two in a 200litre tank I've had them for around 2 months but one of them spends a lot of time with his dorsal fin poking out of the water. He isn't going up for breath just pokes his fin out. Is this normal? Thanks.
