Eheim With Slow Output

I have an older eheim 2215 which I got from a friend and the output seems less than it should be. The water sort of limps out of the spray bar. I have tried cleaning tubes, taking out filter and medium, cleaning impeller with no change. Do the motors just wear out or is this the correct flow??

How's the flow if you remove the spray bar? Most add those to decrease or spread the flow around
