Neptune 25w Heater

I have a used heater that came with the used 10g I bought. It's a 25w Neptune. It's green on top and has the flat dial. I have googled this heater and all I find is info on the Marineland Neptune 100w/200w submersibles.

My q's:
Is this heater submersible? It has a "water level" mark on it. Does this indicate minimum depth? Can I put the heater in all the way? If not the top of the heater is in the way of the lip of the tank.
