Trying to figure out tank baffles

Can anyone tell me how these baffles are supposed to work? All 4 frag? tanks have them. The outermost one on each side is shorter and has a 1/4 in gap at the bottom. In the dead center there are 6 3/4" holes in line. Anyone have a clue how they had these set up?

My guess is that the previous owner had the overflow pipes running from the tank enter the sump from underneath but im not really sure why. It would be a bit quieter I guess depending on the flow rate but I don't understand the layout. Might be a marine thing?

Yeah it's super confusing. I was curious because my current plan is going to end up at least notching or drilling out the baffles closest to the overflow pipes, since they are dictating the water level.
