White Film/Haze on empty tank?

Hi everyone,
I have an old tank which I have cleaned with vinegar, but it still has this white haze/film all around the top 5-10cm of the tank, does anyone know a sure and fast way to remove this??
Needs to go because I will be using the tank for a turtle now which means it wont be full and I dont want to see the white film on the glass.
Have already scrubbed with vinegar for hours and hours and no real change. Will bleach do the trick? (Rinsed thoroughly after of course)

CLR should work but never used it. I quickly ran it through google and got some hits on other people using it ok but needs research.
 
What I do is place the tank ion it's side or end and pour straight vinegar until the area is covered. let it sit and over time the mineral deposits will usually soften. Sometimes the use of a single edge razor blade will speed up removal. I rotate the tank doing one side at a time.
