I too live in PA and was without power for a week. My tank went from 76 to 60. I only lost a Oto catfish. I was very fortunate because I could not get power to my tank.
Probably an aqueon kit. They are decent. I would go the Marineland route. They come with LED lights with a day and night mode. Aqueon and Marineland are both good. I just liked the fact that I got led lights.
I added biomax to my Marineland filter for another place for the BB to grow. I was not 100% sold on the bio wheel lasting very long. If it breaks at least I know I have the bio-max in the filter as well.

You definitely want to keep up on weekly 25% water changes. When you test your water, try to keep your nitrates below 40ppm. Your fish can tolerate this level. If your nitrates are above this number do water changes until you reach 40.
I would stay away from the neon and cardinals to do a fish in cycle. Dwarf gouramis are good. They get a bad rap. IMO they are great fish that are pretty hardy. Stay away from putting two in the same tank. They are similar to the betta fish that can breath water from the surface.

Dwarf gouramis are good, they have a bad rep though. I would advise you to only put one in a tank. They can be aggressive in pairs. They have the labyrinth organ which allows they to breath air from the surface. The rams require more water care, however are not impossible to keep.
I would look into the Marineland led kits. For around the same money you can have led lighting. The led lighting has a day and night feature which is really cool. They have a 29 gallon set. Comes with a good filter and heater. I love the one I have. The Aqueon kit is decent, however, I believe...
