Add him to the tank. I have never heard of a 24 hour rule, but try adapt him to the temp and water conditions of the long term tank. Should be fine. If the 1 gallon isn't sealed or covered, he could jump and then dry out:( just a heads up.

This has happened to me before. If you have recently done a water change and didnt use enough dechloronizer with the new water. Might also just be a Eco thing. You added 11 organisms in a short time, that van kind of throw your tank out of whack for a while. Just my thoughts.
If you wanted to do the cast iron like you were talking about you could maybe bolt it to the studs in you wall to keep from wobbling. That's what I do when my tanks are on carpet.
