How are gravel vacs/water changes done without gravel? Just stir the sand and pull out water?

I just bought 2 50 lb. bags of pool filter sand from Home Depot. Aside from rinsing it out well before putting in in a new tank, is there anything I need to know before I use it? Will it affect pH or anything? Would there be any problem with putting it in a brakish tank? How do live plants...
