How many watts is your T8? chances are, if its a single T8 bulb, it has no more power than the 13 watt cfl

aqua_chem is right. When people say watts per gallon, usually they mean fluorescent light be it T8, T5, T5HO, or most likely in your case, a lamp with a 13 watt bulb. You are technically at about .65 watts per gallon, which is very low, but if you place the java fern directly under your light...

I know that color spectrum has nothing to do with light intensity, but a 6500k bulb is much better for plants than the 2700k I have as it simulates daylight much better
