Prime is nice, but all the other water conditioners will work just fine if that's what you have. THey won't bind ammonia so you will need to be on top of your water changes until you cycle. Did you already get your fish?
I did a large WC when my nitrites were high and whether it jump started my cycle again or just good timing, I don't know. I'd do one and redose ammonia.

You put a small amount of food in the tank until you are ready to add your shrimp/fish. Right before you add your shrimp/fish you will want to do a large water change on your tank to reduce the nitrates. Once your shrimp/fish are in the tank, you do not add fish food except to feed the animals.
