I would definitly skip the damsels all together if you have no intensions on keeping them. Go with fishless cycle, It is not as interesting to watch but, when done you will be able to put the clowns in and not have to spend the time to catch the damsels

After the cycle has finished. My personal belief is to slowly add as needed. There are many sites that sell kits of 50 snails and 50 hermits and shrimp and everthying all at once. You ussaully dont need that many all at once and will end up losing some or having to feed your clean up crew.

Micheal Eels will not most harm corals, the main reason peaple dont have them in reefs because they tend to snake on our shrimp which can be a very expensive snake.
