Sorry, I've been asking a lot of questions lately. I have a question about stunting. If water parameters are perfect (0 ammonia, 0 nitrites, 5-20 nitrates), will a fish whose adult size is not appropriate for the size of the tank still be stunted?

If I wanted to aquascape a fancy goldfish tank with no gravel, but with maybe a centrepiece or a couple of islands with rocks and plants, would enough bacteria be able to grow on the rocks and in the filter to keep the tank cycled?
