If you keep all the sand/decorations/filter from the old tank and have them in the new tank you might see a mini cycle but it won't be much. just make sure you run the old filter with the new filter for a couple weeks or move the filter material from the old on into the new one. With moving...

Put it securely on something and it will survive. It's almost indestructible.

Is it a planted tank? If not then I say go for it! People build filters to specifically do that. If it is planted then it could pull from nutrients that your plants need.

With java fern and Anubis nana, as long as you get it growing on drift wood and don't bury the rhizome you should be fine with sand. Both of those plants pull nutrients from the water column

The 6700k are closer to the color range that plants can use. If you're running 10000k then you are more likely to have algae issues.
