    I had a similar problem with my plants floating after I first added them to my tank. What I did was slow the flow from my filter for a fews days to let the plants root without being pushed by the current too much.

    What are you using to test the ammonia levels? If you are trusting the Petco or Petsmart employees to test your water with those test strips, that could be miss leading you. Those tests are wildly inaccurate. After saying that I would suggest you get an API test kit and do the test yourself...

    Really the only fish that would be okay in the 10 gallon would be the Dwarf Gourami, because it stays small. The Blue Gourami will get to 5"-6", and same with the Pictus catfish.

    Seems you are at the tail end of the cycle. Don't give up, you're very close! I would suggest once you can convert 2-3ppm of ammonia in 1 day completely to 0ppm, do it a few more days to confirm consistency.

    Freshwater Sand Sifter?

    I have kuhli loaches in my 20 long and they sift through the sand looking for bits of food almost non stop. But then again my kuhlis are also really adventurous and like to hang out in the open during day or night.

    New 20g long tank

    Thanks! Just seachem root tabs so far. Thinking of doing comprehensive soon to see if I can get some better color an fuller growth from the plants. That probably won't be for a couple weeks though, I want to see how things progress with just the root tabs.
