If you have good lighting and co2 I would add hemianthus calitrichoides.

what about an anubias? or crypt? Some of them stay small.

Plants won't be the challenge in pico-scale tanks. The logistics of such a small tank will be your major issue (filtration, circulation, heating, etc).

I would think that the plants would use up the waste quickly so algae wouldn't build up in time. Anubias nana or petite would work. I have a desk lamp to light one of my aquariums.
