2 small sized oranda in 20 gallon tank

None sorry, that's only suitable for one fancy goldfish. Orandas aren't one of the hardier goldfish species, so they are more sensitive to water parameters and tenperature

Agreed. Even one would require a very healthy water change schedule (50% weekly). Best thing for the fish is to get it a larger tank and a friend.
