20 gallon stock advice

Hi,

Im planning out the aquarium im going to buy before i buy it.
Here's the stock i was thinking about:
-2 dwarf puffers
-7 neon tetras
-2 peacock gudgeons
-5 cory cats

Is this overstocked?
In the tank im going to have a mixture of plants
-baby tears
-java moss
-java ferns
Are these easy to care for or should i get artificial plants?
I was also planning on putting in driftwood and a sunken plane ornament for the fish to hide in.

Puffers can be aggressive so I would leave them out. You could add some guppies or a couple more gobies. How strong is your light

Keep the puffers out of that list. Conversely, you could do 2-3 puffers and some otos.... MAYBE 2 puffers and 4 Cory's with a few otos but it really depends on your puffers personalities. Some are chill others are killing machines

Well then, you have to have a species tank with possibly some otos. I want Malawi cichlids in with my community tank but I don't because I know it wouldn't work out they do MUCH better in species only tank. And in a 10g you can only have 2
