Okay i have a medium sized axololt and i was wondering what plants could survive and thrive in a cold water tank, and yes i will be putting substrate and only reason is because he wont eat anything unless its hand fed, if it isnt dangling in front by something he wont eat it.

Also thinking about buying a blue led light that are used for glofish tanks since he glows under blue/black light

I am thinking that pretty much any plant could, as long as it has sufficient lighting and good fertilizers. I would try java moss, java fern, floaters, hornwort, guppy grass and anacharis. Those are just naming a few. Just make sure they definitely have sufficient lighting.
