I've had a 90g tanks set up for 3 weeks with nothing changing

Your post starting it was on the 9th - had you started it a few days earlier? I'd actually consider that important because it would mean the different between day 15 and day 21.

Since nothing seems to be happening, let me ask some more questions about your setup.

What ammonia are you using?
What is your filter?
Temp?
Did you dechlorinate the initial water, and any water you have added?
Do you know if your tap water is hard or soft?
pH?

The ammonia is the ace brand
My filter is a eheim 2217 canister
Water temp around 84-5
Yes I dechlorinate water
Tap water is hard I believe ph is off the chart
And I'm using the API master test kit

Kind of at a loss here. What is the dechlorinator specifically?

API stress

I read on here and other sites for days on how to do the fishless cycle thought I understood. I think I'm going to the prime that everyone uses on here.

Do you have the API test kit - can you check the pH specifically? I'm suspecting the high pH is the culprit

Yes I have the API test kit. The ph is off the chart.
