Actinic is different. The color temp he speaks of is the color from the mh. The actinic is a blue light that brings out more color.
 
I am obviously not to familiar with MH when it comes to wattage, color, and setup
 
the higher the color temp, the blue-er so 10000K is a cool white, and 12-14000K is more blue, and gives a nicer tone to reefs if thats you're style

just depends on what you like, though if you have no actinic supplement id go for a higher (~12-18000K) bulb, i know ushio makes quality bulbs
 
The 12,000 - 14,000K range is a nice balance of blue and white and tends to give a more crisp white without being to slanted towards a yellowy colour at the lower end of the spectrum (8,000-10.000K area) and not being to blue at the higher end of the spectrum and not giving off enough PAR for your corals to use.
