You really need a test kit to keep an eye all this. Something's going on in your tank i.e. Poor water quality from not enough maintenance, too many fish or mini cycling from filter changes.
What kinds of fish and how many of each exactly? 7 fish (other than nano fish) is a lot for a 10g tank.
 
3painted tetra, 2serpae tetra & 2 mm platy. I haven't changed the filter since ppl on the forum told me not to completely change it due to wanting that beneficial bacteria...?

Technically your already over stocked. The painted tetra are probably died white skirt tetra witch need a 20g long tank minimum, serpaes need the same. They both need schools of 6 or more of their own kind.

How often and how much water do you change?

I wouldn't add anymore fish to that tank.
