What should I do I have a layer of algea growing on the top on my live rock and the sand
 
Big water change and reduce the light should help short term, guessing this isn't a new tank?
 
Without much description, the best can be said is to cut lighting, reduce feedings, and increase water changes...but with it being on the rock AND sand it sounds like cyanobacteria to me. I would suggest siphoning it out before water changes. Increase water changes with ro/di water, lessen feedings to 2-3 times a week and do so sparingly.
