A place to pick up a cheap 40 breeder? Craigslist in my area is dry, only 55s and up or 30s and smaller

Petco will do another dollar per gallon sale soon, so it'll run you $40 plus tax. Keep an eye on their circular.

Looking at just having a sump custom built. 4 chambers dimensions 40"x14"x16" one for skimmer, fuge, cheato, and a return.
