I am wondering if I can clean all the gunk outta the filter I have. If yes how would I go about that without killing the bacteria on my filter pads

Pipe cleaners. They work wonders. As for the inside a good sponge out of a box will work.

What about the filter pads. How can I clean them off. They are the store bought ones with carbon in them

All I would do is rinse them in a bucket of tank water, it gets all the grime and muck off but still preserves the bacteria.
